Chapter 2 of the 13th "Quarterly Report of the Special Inspector General for Iraq Reconstruction" is presented. It reviews the goals of the Iraq Relief and Reconstruction Fund 2 (IRRF), the status of IRRF-funded reconstruction and the developments on non-IRRF funding streams. It also highlights the continuing challenges in capacity development, security, operations and maintenance and budget execution encountered by the U.S. government and the government of Iraq in the reconstruction efforts. |
