This article discusses the challenges faced by AI companies, particularly start-ups, in navigating the complex and varied regulatory landscape surrounding artificial intelligence (AI). The authors emphasize the need for a balance between legal regulations and technological advancements to prevent harm to society while promoting innovation. The regulatory frameworks of the past often focused on human relationships, but new legal structures are required to regulate the interactions between people and intelligent machines. The integration of AI technologies into society poses unique legal challenges, especially in the absence of historical precedents. The authors share firsthand experiences from deploying autonomous driving technology in different regions, including China, Europe, Japan, and the US, highlighting the diverse and often time-consuming regulatory processes in each area. The lack of regulatory standardization places a financial burden on AI start-ups and can favor well-established companies with more resources. The article offers recommendations for AI start-ups to communicate effectively with regulators, provide evidence of project benefits, and present concrete risk mitigation plans to navigate the regulatory landscape efficiently. The goal is to strike a balance that allows technological innovation while ensuring proper regulatory oversight to protect public safety and promote the growth of the AI industry. |
