We tried to improve our paper in the following directions 1) theoretical validity. We considered theoretical issues in the Abstract and Introduction where we stressed goal, objectives, methodology, hypothesis, results and findings. The findings of this research led to the creation of a workable model that allows both direct and reverse translation of a quantitative management assessment into a qualitative (verbal) one. Further, the verification using the available empirical data confirmed the model’s validity. The article hypothesizes that it is possible to build a synthetic model for the assessment of university management, that takes into account a full range of existing quantitative and qualitative effects. The research methodology includes the application of econometric analysis for the formation, ranking, and determination of point values of a balanced scorecard (BSC). This econometric model was found to be highly important for improving the quality of university management, especially in areas with a predominance of ripple and indirect effects, i.e., in the interaction of academic entities with regional and local communities. We would thus recommend this model for solving a whole range of issues related to the performance of universities in their role as regional development centers. 2) scientific problem. We observed in details scientific problem in a part “Literature review and problem statement” via the analysis of a number of literature considering a set of issues connected to the University management, its qualitative and quantitative indicators and processing a specific model for solving a problem of a unified interpretation of quantitative and qualitative assessments. With regard to strategic management, the high schools in Russia have not yet implemented the concept of BSC in an all-encompassing way. With this in mind, this article discusses the application of BSC in a more limited sense, for assessing the quality of management for solving a specific development problem. As a particular example, we decided to create a positive and productive environment for academic activities and utilized the available information on job contracts of university professors. Nevertheless, the authors argue that the constructed model has a universal design and is fully valid and applicable for conducting any other quantitative and qualitative assessments in the managerial process, and above all, for measuring the ripple effects that arise when universities function as local community centers. Besides, a set of novel research results and finding are observed in the Conclusion. 3) the list of literature. We widened a list of literature to 24 items(see References). Besides we widened a paper concerning the list of publications in Literature review and problem statement. 4) relate article to journal topic. To observe the connection of the study to the journal topic we would like to draw the reviewers’ attention to the following issues. The title (Assessing the quality of the university management and its ripple effects on community development), abstract, introduction and problem statement of the paper is related to the journal’s topic of regional and community development as well as to the theory and practice of management. When universities interact (via its management and managerial practice) with local communities, the complex web of relationship between public and private sectors, involvement of state and municipal governments, and existence of tough budget constraints further complicate the management process.
